Accessibility statement

The BIBLIOTECA NACIONAL DE ESPAÑA (BNE) has committed to make its website accessible in accordance with Royal Decree 1112/2018 of 7 September 2018, on the accessibility of websites and applications for mobile devices in the public sector, published in the Official State Gazette on 19 September 2018. This Royal Decree transposes Directive (EU) 2016/2012 of the European Parliament and the Council.

The European Directive is based on standard EN 301 549 “Accessibility requirements for ICT products and services” and this, in turn, is an adaptation of the W3C’s Web Content Accessibility Guidelines (WCAG 2.1).


This accessibility statement applies to the Biblioteca Nacional de España.


COMPLIANCE STATUS

This website is partially compliant with Royal Decree 1112/2018. Below are details of its non-compliant aspects.


NON-ACCESSIBLE CONTENT The content below is not accessible for the following reasons:

a) Failure to comply with Royal Decree 1112/2018.

  • Incorrect text alternatives in pictures [requirement number 9.1.1.1 Non-text content of EN 301549 v2.1.2 - 2018].
  • Specific failures in the use of certain semantic markup tags; in header tags that are sometimes not added correctly; in forms, where there are input fields or selection boxes that do not have any description that is explicitly associated; or tags that are not associated with the form control [requirement number 9.1.3.1 Information and relations of EN 301549 v2.1.2 - 2018].
  • Colour is the only differentiating characteristic of the links [requirement number 9.1.4.1 Use of colour and 9.1.3.3 Sensory characteristics of EN 301549 v2.1.2 - 2018].
  • In links, sometimes the text colour and the background colour do not contrast sufficiently [requirement number 9.1.4.3 Contrast of EN 301549 v2.1.2 - 2018].
  • Inadequate description of links or with undefined functionality [requirement number 9.2.4.4 Purpose of links in EN 301549 v2.1.2 - 2018].
  • There are elements that are not sufficiently highlighted when they receive focus with keypad browsing [requirement number 9.2.4.7 EN 301549 v2.1.2 - 2018 visible focus].
  • Incorrect use of WAI-ARIA roles and states [requirement number 9.4.1.2 Name, function, value of EN 301549 v2.1.2 - 2018].


The version of the content manager of the website is obsolete and involves accessibility problems such as those described above. However, BNE is in the process of renewing its institutional web ecosystem and compliance with the accessibility regulations and aspects included in this RD 1112/2018 are considered a project and development requirement.


b) Disproportionate loading: Not applicable


c) Content that does not fall within the applicable legislation.

There may be office files in PDF or other formats published before 20 September 2018 that partially meet accessibility requirements.

Likewise, there is third-party content which was not developed at this Organisation, nor under its control, that may partially comply with the accessibility requirements.


DRAFTING OF THIS ACCESSIBILITY STATEMENT


This statement was drafted in March 2019.

Last revision of the statement: September 2020.

A self-assessment carried out by the agency itself was used to draft the statement. The user agents and support products used for this self-assessment were: Chrome version 74 and the NVDA screen reader version 2019.1

The Biblioteca Nacional de España (BNE) website has been designed and reviewed under the commitment to provide an accessible site; to this end, regular checks and controls are being carried out to verify compliance with existing accessibility requirements.

The communications will be received and processed by the Legal Affairs Area, which will be responsible for processing the query or suggestion, referring them to the corresponding technical services.

The accessibility reviews carried out up until the date of drafting of the current statement are based on the WCAG 2.0 criteria. The objective is to achieve compliance with all level A and AA requirements of the WCAG 2.1, together with certain AAA level requirements considered relevant to improving the user experience of the portal for the general public.


IMPLEMENTATION PROCESS

The complaint procedure set out in Article 13 of Royal Decree 1112/2018 will come into force on 20 September 2019 for new websites and 20 September 2020 for already-published websites.


OPTIONAL CONTENT

The website is not designed for responsive viewing, so it cannot be viewed optimally on tablet and mobile devices.

The last review of accessibility was conducted in September 2020.

Biblioteca Nacional de España works to ensure that all citizens can access the information and services published on the website under equal conditions.

To this end, the redesign of the website and its contents is being carried out in accordance with internationally recognised standards of accessibility and the aspects set forth in RD 1112/2018.

BNE currently has a diagnostic tool, Siteimprove, which enables it to detect and correct accessibility problems following the WCAG 2.0 guidelines as standard. According to this tool, the BNE website meets a number of requirements and continues to work on improving the aspects indicated as being subject to improvement.In addition, the BNE website has implemented a ReadSpeaker tool that supports automated reading of its web pages. Users can press the play button to start listening to the audio version.

BNE has signed an agreement with the Spanish National Organisation for the Blind (ONCE) to carry out accessibility tests at Biblioteca Nacional de España, also covering the accessibility of the institutional website.

The website is optimised for Microsoft Internet Explorer 8.0 or higher and the latest versions of FireFox, Safari, Opera, and Google Chrome. The minimum recommended web resolution is 1280x1024. To view all pages correctly, Javascript must be enabled. If it is disabled, the information on the pages is still shown, although in some cases it is not structured.
